Renters’ Rights Act to reshape private rental market, says Baroness Taylor

The Renters’ Rights Act became law on October 27th, ending Section 21 evictions while protecting landlords’ ability to regain properties when necessary.

Baroness Taylor, the government spokesperson for housing in the House of Lords, addressed the NRLA conference via a pre-recorded statement, reflecting on the completion of the Renters’ Rights Act’s passage through Parliament.

“Passing the Renters’ Rights Act into law marks a crucial moment for the private rented sector,” said Baroness Taylor. “It is a truly transformational reform.”

Speaking to a full auditorium of NRLA members, property professionals, and partner organisations, Baroness Taylor thanked the association for the vital role it plays in ensuring these historic changes work for both landlords and tenants.

She also acknowledged that most landlords already provide high-quality homes and services. “The Act will deliver a modern system that works for both parties,” said Baroness Taylor. “It ensures landlords adapt to the removal of Section 21 while enabling them to regain possession of their properties if and when necessary.”

While the Baroness confirmed she does not support rent controls, she committed to promoting fair practice in the private rental market, including ending rental bidding and tackling rental discrimination.

Keynote speaker Sarah Beeny also attended the conference, sharing her personal journey in property. She offered insights into the evolving housing market and highlighted the challenges and opportunities currently facing landlords.

The NRLA’s 2025 conference and exhibition hosted more than 900 attendees throughout the day and was chaired by journalist and broadcaster Steph McGovern.
