E.ON UK has analysed UK government data to determine which locations have the most new builds. The data includes the number of new builds started in 2024-2025 and the number of new builds that were completed in 2024-2025.
Uttlesford has the highest rate of newly finished homes per person in the country. Uttlesford had 860 new builds that were started in 2024-2025 and 900 new builds completed in 2024-2025. There have been 9.79 completed new builds per 1,000 people.
Watford recorded 960 new build completions in 2024-2025 from just 10 starts, equating to 9.37 completed homes per 1,000 residents. With a population of 102,451, this places the Hertfordshire town second for the highest level of completed new builds per person.
Mid Suffolk saw 950 new homes completed in 2024-2025, from 720 starts. The district’s population of 103,417 translates to 9.19 new builds completed per 1,000 people, ranking it third nationwide.
With 800 new builds completed from 730 starts in 2024-2025, Tewkesbury ranks fourth for completions per person. The Gloucestershire borough has a population of 95,429, giving it a rate of 8.38 completed new builds per 1,000 residents.
South Derbyshire ranks fifth with 900 completed new builds in 2024-2025 from 340 homes that were started. With a population of 108,063, it equates to 8.33 completions per 1,000 people.
South Cambridgeshire recorded 1,280 new-build completions in 2024-2025 from 640 starts. With a population of 163,002, that equates to 7.85 homes completed per 1,000 residents, putting the district in sixth place nationwide.
In Vale of White Horse, 1,300 new homes were started and 1,010 completed during 2024-2025. The district’s 139,487 population equates to 7.24 completed new builds per 1,000 people, placing it seventh on the list.
Winchester saw 900 new builds completed and 1,310 started in 2024-2025. With 127,916 people living in the district, the completions work out at 7.04 per 1,000 residents, putting Winchester in eighth place nationwide.
Arun ranks ninth, recording 1,150 new builds completed in 2024-2025 from 720 starts. Given its population of 165,225, the completions amount to 6.96 per 1,000 residents.
Reading recorded one of the highest totals of completed homes, with 1,190 new builds finished in 2024-2025. Despite only 250 starts in the same year, the Berkshire town’s 173,170 residents equate to 6.87 completions per 1,000 people, ranking it tenth.
Luke Ellis, director of E.ON UK Networks, commented: “This data shows where housing growth is accelerating, with areas like Uttlesford, Watford, and Mid Suffolk leading the way. To unlock growth elsewhere, we need to overcome infrastructure challenges.
“Grid capacity can delay development, while areas with greater flexibility tend to progress faster. Continued investment in smart energy infrastructure will support communities in generating clean, local power and help deliver more energy-resilient homes.”
